Project: “Serving People Improving Health”

Loan: # 8475-UA

Name of the Contract: “Medical equipment for installing at the emergency health care facilities and at diagnostics departments of ITHs (11 Lots)".

Reference No. (as per Procurement Plan): # ICB - 1.2.2

 

1.  The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, No. 8475-UA and intends to apply part of the proceeds toward payments under the contracts for procurement of medical equipment: Medical equipment for installing at the emergency health care facilities and at diagnostics departments of ITHs (11 Lots). Bidding process will be governed by the World Bank’s rules and procedures.

 

2.  The Health Care Department of Dnipropetrovsk Oblast State Administration now invites sealed bids from eligible bidders for procurement of “Medical equipment for installing at the emergency health care facilities and at diagnostics departments of ITHs (11 Lots)”.

Lot 1:

1. High class artificial lung ventilation apparatus – 4 pcs.

2. Medium class artificial lung ventilation apparatus – 20 pcs.

3. Transportational, portable artificial lung ventilation apparatus – 4 pcs.

 

Lot 2:

1. Invasive blood pressure monitor of patient – 4 pcs.

2. Non-invasive blood pressure monitor of patient – 20 pcs.

3. Therapeutic substances dosing device - syringe pump – 24 pcs.

4. Multichannel electrocardiograph with syndrome reporting – 2 pcs.

5. External cardiostimulator – 2 pcs.

6. Сardio-synchronous defibrillator – 6 pcs.

 

Lot 3:

1. Operating Table – 10 pcs.

2. Tilting intensive care bed – 24 pcs.

 

Lot 4:

1. Ultrasonic diagnosis apparatus with cardiogram – 2 pcs.

2. Portable ultrasonic diagnosis apparatus with navigation system for regional anaesthesia and vasopuncture, etc. – 2 pcs.

3. Ultrasonic diagnosis apparatus with transoesophageal detector – 2 pcs.

 

Lot 5:

1. Membrane plasmapheresis apparatus – 2pcs.

 

Lot 6:

1. Ward digital X-ray apparatus – 2 pcs.

2. Mobile C-arm X-ray apparatus for surgery rooms – 2 pcs.

 

 

Lot 7:

1. Quantitative measurement of troponins in blood apparatus – 8 pcs.

2. High class blood gas system – 4 pcs.

3. Electrolute analyzer – 4 pcs.

 

Lot 8:

1. Argon plasma coagulation apparatus – 2 pcs.

2. Flexible videobronchoscope – 2 pcs.

3. Video set (endoscopic video system) – 2 pcs.

 

Lot 9:

1. Angiograph including injector and system of contract monitoring – 2 pcs.

 

Lot 10:

1. Neuronavigation system – 2 pcs.

 

Lot 11:

1. MRI scanner – 2 pcs.

2. X-ray computer scanner – 2 pcs.

 

The Bidders have the option to submit bid for any individual lot or for any combination of more than one lot.

 

3. Bidders shall submit their bids as per the Bidding Documents regarding the complete list of itemslot.

 

4. Bidding will be conducted through the International Competitive Bidding procedures (ICB) as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. Besides, in paragraphs 1.6 and 1.7 of the Procurement Guidelines, the World Bank’s policy on the conflict of interests is set out.

 

5.  Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10 am to 5 pm at the address given below (1).

 

6.         A complete set of Bidding Documents in English or Ukrainian may be received by interested bidders for free subject to submission of a written Application to the address below (1). Authorized representatives of the Bidders may receive the Bidding Documents at the office of Sub-Project Management Unit at the address below (1) or by method of courier delivery upon condition that this service shall be made payable by the appropriate bidder directly to the providing delivery agents.

 

7.         Qualification requirements include:

(і) Financial Capability. Bidders shall furnish documentary evidence that they meet the following financial requirements:

  • The Bidders shall submit official documents obtained from the tax authorities of their respective country of registration that they have completed their tax responsibilities as of 28 days before the first announced bid submission deadline. Incomplete tax responsibility shall be the reason for not qualifying the Bidder.

(ii) Experience and Technical Capacity:

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirements:

  1. At least five (5), starting from January 01, 2014,years of experience in manufacturing similar goods for each lot;
  2. The qualification requirement for an individual Lot is specified in below paragraphs. Successful completion/supply of at least 1 (one) similar contract over the course of the previous 5 (five) years, starting from 01 January 2014, the amount of each contract being equal or larger than:

Lot No. 1 – 1,100,000.00 US Dollars.

Lot No. 2 – 180,000.00 US Dollars.

Lot No. 3 – 250,000.00 US Dollars.

Lot No. 4 – 400,000.00 US Dollars.

Lot No. 5 – 50,000.00 US Dollars.

Lot No. 6 – 450,000.00 US Dollars.

Lot No. 7 – 150,000.00 US Dollars.

Lot No. 8 – 350,000.00 US Dollars.

Lot No. 9 – 1,200,000.00 US Dollars.

Lot No. 10 – 1,000,000.00 US Dollars.

Lot No. 11 – 1,100,000.00 US Dollars.

Bidders that participate in the bidding procedures must provide, as part of their Bids, the documents that would confirm the Bid’s compliance with technical, qualitative, qualitative and other requirements to the procured item, which are set out by the Purchaser.

8.         Bids must be delivered to the below address (1) before 11 am local time on July 03, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below (2) at 11:05 am local timeon July 03, 2019.

9.         Bids must be supplemented with Bid Security Declaration.
