Contract Title: Medical equipment for the new buildings of Cardiological Center, including equipment to be installed

Reference No.: ICB-5.2.2

 

1. The government of Ukraine has receivedfinancing from the World Bank in the form of a “loan” No. 8475-UAtoward the cost of Serving People, Improving Health Project, and intends to apply part of the proceeds toward payments under the contract for the supply of medical equipment for the new buildings of Cardiological Center, including equipment to be installed. Bidding will be conducted according to regulations and procedures of the World Bank.

 

2. The Health and Rehabilitation Department of Vinnytsia Oblast State Administrationnow invites sealed bids from eligible bidders for the purchase of the following goods:

Lot 1: Contract No. ICB-5.2.2/1

1. Automatic biochemical analyzer – 1 pc.

1.1. Consumables for automatic biochemical analyzer – 1 kit.

2. Automatic chemiluminescence immunoassay analyzer (CLIA) – 1 pc.

36. The apparatus for extracorporeal correction of homeostasis (artificial kidney) – 1 pc.

37. Holter NIBP monitoring kit – 4 kits.

38. Double-chamber temporary external pacemaker – 3 pcs.

39. Single-chamber temporary external pacemaker – 2 pcs.

40. 6/12-lead ECG machine – 21 pcs.

41. Pressure reducing support surface for adult patients – 6 pcs.

42. Stationary medical ultrasound diagnostic system. Type 2 – 1 pc.

 

3. The Bidders shall be entitled to submit their bids for individual lots, for any combination of lots or for all lots, as specified in the bidding documents, for the whole list of goods/services within each lot. Partial bids shall not be considered and shall be rejected as the ones that do not meet the requirements. The evaluation of bids shall be made on each individual lot.

Bidders wishing to offer discounts in case of award of more than one Contract shall be able to do so if they specify the price reductions in their Letter of Bid.

 

4. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowerspublished in January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. Interested Bidders should refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

5. Interested eligible bidders may obtain further information and inspect the bidding documents at the address below (1) during office hours from 10:00 to 17:00.

 

6. Qualification requirements include:

(i) absence ofdebts to tax authorities;

(ii) experience in the manufacture of similar goods:

For Lot 1: at least 5 (five) years of experience in the manufacture of similar goods.

For Lot 2: at least 10 (ten) years of experience in the manufacture of stationary angiography systems.

For Lot 3: at least 5 (five) years of experience in the manufacture of similar goods.

(iii) experience of successfully completed similar contracts in the past 5 years(since 2016):

For Lot 1: at least 2 (two) successful completion of similar contracts for the supply of similar medical equipment, each amounting to at least the equivalent of 100,000 (one hundred thousand) US dollars;

For Lot2: at least 2 (two) successful completion of similar contracts for the supply of stationary angiography systems, each amounting to at least the equivalent of 2,200,000 (two million two hundred thousand) US dollars;

For Lot 3: at least 2 (two) successful completion of similar contracts for the supply of similar medical equipment, each amounting to at least the equivalent of 2,700,000 (two million seven hundred thousand) US dollars.

(iv) average annual turnover:

For Lot 1 at least US$ 200 thousand during the last five (5) full fiscal years, starting January 01, 2016.

For Lot 2 at least US$ 2.5 million during the last five (5) full fiscal years, starting January 01, 2016.

For Lot 3 at least US$ 3.5 million during the last five (5) full fiscal years, starting January 01, 2016.

7. A complete set of electronic Bidding Documents in English and Ukrainian may be received by interested eligible bidders for free upon the submission of a written application to the address below (1).

Printed Bidding Documents may be received by interested eligible bidders free of charge upon the submission of a written application to the address below. Bidder’s representatives may obtain the Bidding Documents, at no charge, in the Office of the Subproject Management Unit at the address specified below (1) or by a courier, provided that the courier delivery shall be separately arranged and paid by the Bidder directly to the courier. 

 

8. Bids must be delivered to the address below (2) before 11.00 a.m. local time on 30.06.2021. Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives who choose to attend at the address below (2) at 11.00 a.m. local time on 30.06.2021.

 

9. All bids must be accompanied by a Bid Security.

A Bid Security shall be required for the following lots and shall amount to:

Lot 1: 4,700 (four thousand seven hundred) US Dollars or its equivalent in the bid currency at the exchange rate of the National Bank of Ukraine (www.bank.gov.ua) as of the date 14 (fourteen) days prior to the bid submission deadline.

Lot 2: 59,000 (fifty-nine thousand) US Dollars or its equivalent in the bid currency at the exchange rate of the National Bank of Ukraine (www.bank.gov.ua) as of the date 14 (fourteen) days prior to the bid submission deadline.

Lot 3: 71,000 (seventy-one thousand) US Dollars or its equivalent in the bid currency at the exchange rate of the National Bank of Ukraine (www.bank.gov.ua) as of the date 14 (fourteen) days prior to the bid submission deadline.

A Bid Security shall only be in the form of irrevocable bank guarantee. No other form of bid securities shall be acceptable.
